We went to bed around 12:30a and almost immediately the power went down due to high winds. I use a fan and a CPAP to sleep, so no power means no sleep. I got up around 2a (which became 3a due to the time change) and decided to walk around the complex and enjoy the wind. So, I went outside and got to the end of my building when I started hearing crying. I looked around and down at the end of the drive (which is pretty long) and there was a figure standing stark against the pitch black from the power cut and clouds. It (she?) was wearing what sort of looked like an old school Victorian one piece nightgown. It was reflecting/giving off a pale light. As soon as I saw it, it went from crying to sobbing and started moving toward me. I shined my phone flashlight at it, which did nothing. It didn't seem to light it up. I couldn't see any clear facial features either, no matter how hard I looked. I called out, "are you okay?" -- no response, just sobbing. I got the distinct impression that this was not a person, and it was pulling an angler fish/hungry spirit move where the sobs were meant to reel me in. So I start quickly walking toward my apartment. I made the 40ft walk and by the time I got to my alcove it had cleared the entire drive (at least triple the distance) and was at the corner of the building I started at. I took one last look at it and shined my light one last time. It stopped making any sound, sat there for a second, and then walked out of sight around the other building. I have no idea what it was, but it was wild.
